The SEEA Central Framework is the outcome of a process notable for its transparency
and the wide involvement of the international statistical community and beyond. This was
made possible by the innovative use of a project website as a communication tool. The process
comprised six steps:
(a) Identification of and obtaining of agreement on the issues to be considered during
the revision of the SEEA Central Framework:
(b) Research on those issues and presentation of proposals for addressing the issues;
(c) Consideration of the issues by experts and agreement on provisional recommendations;
(d) Consultations with countries on the recommendations (through the second half
of 2010);
(e) Presentation of a set of recommendations to the United Nations Statistical Commission in 2011;
(f) Incorporation of the agreed recommendations in the text of the SEEA Central
Framework for adoption by the United Nations Statistical Commission as the
international statistical standard for environmental-economic accounting.
